In order to give an impetus to the GoI’s “Make in India” campaign, a dedicated department of Indigenisation was set up in November 2015 along with a road map for indigenisation till the year 2030. The road map provided a flow chart depicting the entire indigenisation process and included a list of systems, equipment and items along with the necessary technical details which were to be indigenised.
MDL have successfully indigenised certain equipment such as sonar dome, ship installed chemical agent detection system, bridge window glass, main batteries for Scorpene submarines, multiple cable transit glands and remote controlled valves with various companies on a no cost no commitment basis.
MDL have also introduced an indigenization clause in all our tenders where bidders have to indicate their progressive indigenization plan. The indigenous content in warships built by us has increased in the past five years
MDL had also been assigned 40.52 acres of land by the Government of Kerala for setting up the National Institute of Warship/ Submarine design and Indigenisation Centre which is currently being used as a head office of National Institute for Research and Development in Defence Shipbuilding. Increase in indigenisation has enabled us to reduce our reliance on third party component manufacturers and the cost of construction for our vessels.
Mazagon Dock Shipbuilders Limited (MDL) is one of India’s leading DPSU shipyard under Ministry of Defence with prime focus on construction of Warships & Submarine. MDL is committed to be part of “Start-up India” initiated launched by Government of India to encourage entrepreneurship & promote innovation.
As a first step, MDL has identified items / services which can propel the Start-ups to start their business & be a part of MDLs supply chain. Thereby, Start-ups need not meet qualification criteria related to prior experience – prior turnover while participating in MDL tenders wherein part quantities would stand reserved for them with the understanding that other commercial, technical & quality parameters stands met.

MDL is committed to indigenise equipment and systems on our warships& submarines, in pursuance of the Government’s “AtmaNirbhar Bharat” and “Make in India” campaigns.
We intend to increase the quantum of indigenised components on our warships and submarines in order to give an impetus to the Government of India’s “AtmaNirbhar Bharat” and “Make in India” campaigns. In the past, we used to import engineering and weapon equipment and systems for warships & submarines built in India.Importing such equipment and systems resulted in increased costs and dependence on foreign OEMs.
In order to address these issues, a dedicated department of indigenisation was set up at MDL in November 2015 and a “Make in India” page placed on our website. This is being augmented and expanded to support the “AtmaNirbhar Bharat” initiative of Government of India.
MDL supports AtmaNirbhar Bharat initiatives through following avenues:
MAKE IN INDIAArranging to manufacture imported equipment & systems in India, in collaboration with foreign OEMs & Indian Industry for use onboardIndian ships &submarines, and for export.
INDIGENISATIONSupporting the Indian Navy& Coast Guard in their indigenisation effort by identifying Indian OEMs and guiding them to develop and manufacture items to replace imported products.
MAKE-IIIdentifying products and guiding Development Agencies without funding for prototype development, but with assurance of orders on successful development and trials of prototype.
