10.0 Brief Introduction:
Renewal for providing POST Retirement Medical insurance benefits to all Retired Executives and Non Executives of MDL along with Group Personal Accident Policy of all executives of MDL.
10.1 Back Ground:
MDL place order on an Insurance company for taking medical policies for retired employees and their spouses under the post-retirement medical scheme (PRMS) and to facilitate employees to take Group Personal Accident insurance policy, for which premium was paid by the employee.
During placement of order process there were lapses while preparing and uploading the rate sheet of the Tender. Bidder’s request for correction in quoted price was accepted by PNC without obtaining clarification about the same from bidder. Clarification about errors in cost estimate was not sought from the user dept.
10.2 Implementation:
The following Systemic Improvements as suggested by Vigilance Department were implemented
(i) A Mutli -disciplinary committee was formed.
(ii) Following directive were issued for strict adherence
a. Any correction in quoted price should not be accepted after price bid opening.
b. Necessary confirmation be taken from all bidders before price bid opening to ensure that they have quoted in line with rate sheet.
c. Guidelines about Pre-PNC are to be strictly adhered to.
10.3 Impact:
Mutli-disciplinary committee will formulate the Qualifying Criteria, prepare estimate and play active role in tendering.
